About us

We are the Science, Technology and Innovation Policy Research Organization (STIPRO), formerly ATPS-Tanzania.

The Science, Technology and Innovation Policy Research Organization (STIPRO) is an NGO that is conducting independent policy research on science, technology and innovation (STI) in Tanzania with a view to contributing to the resolution of the contemporary, complex and inter-related issues in STI for the purpose of informing STI policies.

STIPRO is currently undergoing an organizational innovation that will see it move away from mere dependence on one-off projects to engage competent full-time researchers who proactively and continuously work on comprehensive research programs drawn from identified needs of the country. In its former setting STIPRO had been less effective in undertaking continuous, forward looking research projects, and in building a critical mass of competent researchers in this crucial field. Under the current organizational structure, STPRO acts as a think tank for the network of other individuals and organizations interested in STI policy issues in the country.

STIPRO is among the 24 African Think Tanks that won a Think Tank Initiatives (TTI) Award in 2008.

Initial funding for this long term initiatives was jointly provided by the International Development Research Center (IDRC), Bill and Melinda Gates Foundation, and William and Flora Hewlett Foundation


A world class centre of excellence and a reference point for science, technology and innovation policy research for evidence based decisions in development in Tanzania and beyond.

Our New Name

Our organization has acquired a new name from African Technology Policy Studies Network, Tanzania Chapter (ATPS-Tanzania) to Science, Technology and Innovation Policy Research Organization (STIPRO).

There are several factors that motivated these changes; but one important aspect is to increase the visibility of this policy research organization by including the word “innovation” in the name itself. Although studies on innovation, as implied in science and technology, have always been part of the functions of the organization, currently emphasis on innovation has increased manifold – and people talk more of innovation policy rather than the traditional science and technology policy. We therefore found it necessary to be explicit on our function on innovation policy research by including the word in the name of the organization. We hope the new name will give a clear indication of what we do.
